studies show only 51% of the necessary revenue is available to maintain Mississippi’s road and bridge
system. Our road network, in Mississippi, is greatly impacted by subsurface swelling clay that daily
attacks roadway infrastructure and greatly reduces the expected life cycle of these facilities. Paired
with exponential growth in commercial traffic in recent years and chronic levels of underfunding by
federal and state agencies, there is a serious threat to the State’s economy and the residents’ livelihood.
